Business & Planning Analyst 3\4 EMARSS program
Supports the Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS) Program in a business planning analyst role involving cost and schedule tasks. Conducts analysis of Financial Statements and associated risks and opportunities to provide an understanding of financial performance to both internal and external stakeholders. Develops reviews, analyzes and maintains cost and schedule performance measurement baselines and variance analyses. Defines and communicates cost and schedule trends and quantifies cost and schedule risks. Leads project startup by conducting planning and implementation activities such as work or organization breakdown structure development, responsibility assignment matrix development work package and Integrated Master Schedule (IMS) development. Makes recommendations for program financial and performance improvements. Develops and implements compliance plans. Leads the development of strategic plans and business cases using appropriate financial indices. Leads and integrates the collection and documentation of requirements for training, processes and new tool development. Provides expertise to troubleshoot process and tool issues, determine root cause and recommend solutions. Works under minimal direction. Coordinates and conducts program Estimate at Completion (EAC) and develops summary charts for total program visibility. Prepares and presents schedule, financial and performance data to management and team members. Experienced in material and sub-contractor cost management, analysis and integration of supplier financial data and customer reporting.

Typical Education/Experience
Level 3 - Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience. Level 4 - Bachelor's degree and typically 10 or more years' related work experience, a Master's degree and typically 8 or more years' related work experience or an equivalent combination of education and experience.
Other Job related information
An ability to obtain an interim clearance (pre-start) and final clearance (post-start) is required for this position - US Citizenship Required or equivalent (Refer to Security Clearance Definitions link above). Requires knowledge of planning and scheduling processes, cost analysis, Earned Value Management System (EVMS) and project management techniques, Enterprise Accounting System (EAS) and Cobra. Experience with Open Plan Professional (OPP) highly preferred.
